According to Hamka (1967) in his Tafsir Al Azhar, the office of imam in the verse 2:124 was religious, not of governance or dynasty. But in verse 32:24 Allah says:
وَجَعَلۡنَا مِنۡہُمۡ أَٮِٕمَّةً۬

Allah was referring to the followers of Musa (Moses) a.s. Yusuf 'Ali (1034) in his translation of the Al Qur'an commented that the imams were a series of Judges, Prophets and Kings in Israel. Therefore the imams were more than just leaders in religious affairs.
This office of imamah was exalted by Allah to the office of khilafah during prophet Daud's (David) a.s. time.
